$10 a Day Child Care

Parents of children who are enrolled in infant, nursery and preschool programs pay $10 a day per child for regular hours of care (4 to 10 hours) at licensed child care facilities that receive operating grants. For school-age children attending for three periods per day (before school, lunch and after school), parent fees are also $10 a day.
Beginning December 8, 2024, the province has also reduced parent fees for school-age child care on non-school days, including in-service days and school holidays, to $10 a day.
The Manitoba government is committed to improving access to high-quality, inclusive child care for Manitobans. Province-wide average $10 a day child care, funded by the federal and provincial governments, helps make life more affordable for families.
The Child Care Subsidy Program provides provincial support to eligible families to help with the cost of care by reducing child care fees for children from the ages of 12 weeks to 12 years.
Eligibility is based on the reason for care and the calculations outlined in Child Care Regulation, M.R. 62/86, which determines a family’s contribution amount and includes:
Annual household income
Allowable family deductions based on family composition, dependent children under 18 years of age and if the child requiring child care has additional support needs
In Manitoba, the provincial government does not operate any licensed early learning and child care service directly. Licensed centres are run by a board of directors or an owner/operator, and licensed child care homes are run by the licensed home provider(s).
The government provides annual operating grants to eligible, licensed, child care facilities and sets maximum parent fee limits for those facilities. If a facility receives a provincial operating grant, it is called a funded facility. Funded facilities must follow the Manitoba regulation that sets out the maximum fees that can be charged to families for the type of child care spaces being offered.
If a licensed facility chooses NOT to receive a provincial operating grant, it is called an unfunded facility. An unfunded facility can set its own fees.

Licensed (regulated) early learning and child care centres provide a strong start for children to reach their full potential and support families and communities with access to more affordable, inclusive and quality programs and services.

Licensed child care can be offered in a variety of settings, including in homes. Licensed home-based child care is an important component of Manitoba’s early learning and child care system.
Home-based child care providers are licensed across the province under an act called The Community Child Care Standards Act and its regulations. These requirements are in place to support the health, safety and well-being of children. Programs provided should facilitate play-based learning that nurtures children and helps to support their growth and development.
The Early Learning and Child Care Program supports licensed home-based family and group child care to meet the legislated requirements and to provide quality programs for Manitoba children and their families.
